Initially elected in 2019, Harder has been active in promoting community engagements and legislative changes aimed at benefiting his constituents.

On April 1, 2025, Rep. Harder acknowledged the efforts of women in Stockton who are involved in urban farming. He tweeted: "Met some of the incredible women driving urban farming in Stockton. They are doing amazing work for our community!".
