CITY OF MANTECA: ​​​​​City Hall Closure - Effective Monday, December 14, 2020 - January 8, 2021

City Of Manteca recently issued the following announcement.

There is widespread and growing concern about the exponentially increasing number of COVID-19 cases and hospitalization numbers within the San Joaquin Valley region, including those within the City of Manteca and even City Hall itself. And with ICU capacity numbers dipping below 5% in the region, staff and community safety remains the City leadership team’s top priority.

With this in mind, the City of Manteca will be stopping all non-critical operations and scaling back the number of staff working at City Hall effective Monday, December 14, 2020. Unless the situation drastically improves in the coming weeks, this will remain in effect through Friday, January 8, 2021 with staff returning to City Hall and their normal work schedules on Monday, January 11, 2021.

Each department is determining what services and functions are critical for operations and the best way to move forward with ensuring that work can continue. Some staff may be working remotely while others could have more of a rotating schedule. This partial office closure will allow for vital City services to continue while also reducing group-like settings that have been identified as contributing to the exponential spread of COVID-19. It also provides enough time for staff who may have been recently exposed or who may be exposed over the holidays to quarantine, recover and safely return to work.

Please note that residents may be contacted to modify or postpone in-person appointments that may have been scheduled for the coming weeks. If community members need to get in touch with City staff or have any questions, they are encouraged to call (209) 456-8870.

Development Services

Development Services will remain operational and will continue to process building permits and planning applications.  See operational guidelines below:

  • Closed to the public
  • All work to occur via electronic means, i.e. phone, email, etc.
  • No in person meetings inside the offices. 
  • Building Inspectors will limit in-home inspections and use camera/remote inspection procedures where possible.

Please continue to utilize our specific division pages for related information about Human Resources and Risk Management.  During the City Hall Closure you may continue to email or call us for service. Please be patient as callback times will be slightly delayed. In-person appointments have been suspended until further notice.

Engineering

Engineering will remain operational and will continue to process permits, development projects, and infrastructure projects.  See operational guidelines below:

  • Closed to the public.
  • Work to occur via electronic means, i.e. phone, email, etc. where possible.
  • No in-person meetings inside the office. 
  • Plans, bids, and other documents that must be delivered hardcopy can be delivered by appointment only with restrictions on entering the building.
  • Construction Inspectors will continue inspecting work at outdoor construction sites.

Fire Department

The Fire Administration and Prevention Departments will remain operational and will continue to process permits and planning reviews.  Fire Prevention and Fire Administration can be contacted at the following email: fire@ci.manteca.ca.us.

Legislative Services/City Clerk

Members of the public that wish to submit public comments may do so by several different methods. Public Comment may be submitted in the following ways. 

  • eComment - click https://manteca-ca.granicusideas.com/meetings  to submit an eComment(s). 
        -    New users must follow the instructions to create an account. 

        -    Only one comment per agenda item. 

        -    eComment may be submitted at any time up to the item being heard during the Council Meeting. 

        -    500 character limit

        -    Received no later than two hours prior to the meeting and limited to 250 words to be read into the record. 

        -    Public Comment over 250 words will be made part of the official record.

Police Department

Manteca Police Department will continue to respond to emergency calls and nonemergency calls for services. For emergencies call 9-1-1 and non-emergencies call (209) 456-8101.

To limit the exposure of our civilian employees are having with the public, the inner lobby door will be locked, and the following procedure will be in place until further notice:

  • Police Records: 209-456-8100 The Option 2. Please call only during the specified times below. If you do not have a cell phone, please use the Red Phone in the lobby and request to speak with a Records Clerk.
  • For Sex Registrants, Narcotic Registrants or Arson Registrants the following times are as follows:

    For Renewals: Tuesday & Thursday 9:00am to 12:00pm & 2:30pm to 4:00pm.

    For New Registrants or New to our Jurisdiction: Tuesday and Thursday 2:30pm to 4:00pm ONLY.

  • Live Scan Fingerprinting is by appointment only for Essential Workers.
  • For Permit Applications for Card Rooms, Solicitors, Tow Trucks & Taxis please call for an appointment.
  • CCW Renewals will need to be submitted via email to MPD-Records@ci.manteca.ca.us along with a copy of your ID. A Records Clerk will contact you for further instructions. You can also request an application at the same email.
  • Records Requests are by email at MPD-Records@ci.manteca.ca.us
  • Property and Evidence: By Appointment Only - 209-456-8131
  • Code Enforcement: 209-456-8100 Then Option 3 If you do not have a cell phone, please use the red phone in the lobby and request to speak with a Code Enforcement Officer.
  • Manteca Animal Shelter is operating by an appointment only basis. To inquire on pet adoption, redeeming your pet, turning in a stray animal or licensing your pet please contact Animal Services by calling  209-456-8270 or by email: animalservices@ci.manteca.ca.us.

Public Works

Solid Waste will continue operations during this closure. The garbage pick-up schedule will not change; please continue to place your trash/recycle/yard waste toters curb-side on your regularly scheduled pick-up day. The Solid Waste office will be closed, for emergencies call (209) 649-7371.

  • All water related services below should call: (209) 456-8466 business hours / (209) 639-4900 after hours

    (New Water Meter Installation,Water Leak Reporting ,Water Quality Issues, General Water Questions from the Public )

  • Sewer back ups: Call (209) 456-8470 anytime
  • Call (209) 456-8470 during regular business hours 7-4:30 M-F for the following:

    (Pool draining instructions and notification,Industrial or environmental compliance issues, Schedule septic hauling )

  • Streets crews will be on-call during this closure. For emergency Streets issues, call (209) 235-8836.

Recreation and Community Services

Recreation and Community Services will remain operational and will continue to offer childcare and other COVID safe programming options. See operational guidelines below:
