Rep. Josh Harder, a U.S. Congressman representing California’s 9th district since 2019, expressed concerns on March 13, 2026, about the impact of a new housing bill and its provisions.
In a post on X (formerly Twitter), Harder stated, “The concern about investor ownership is understandable. But the main impact of this provision will be to reduce housing supply. That undermines so much of what this bill is trying to achieve.” He followed up by emphasizing the need for balanced policy, writing, “We should be able to responsibly address institutional investment without shrinking affordable housing options. And we should be able to bring back smart policies that will help drive a long-lasting housing boom.”
Harder also criticized omissions in the bill regarding bipartisan measures. On March 13, he posted, “The bill is also missing important provisions that have broad bipartisan support: Measures requiring HUD to publish guidelines for state and local zoning and land-use policies have been cut out. It’s also lacking sufficient incentives for home-building near mass transit.”
Josh Harder was born in Turlock, California in 1986 and currently resides in Tracy. He graduated from Stanford University with a BA in 2008 and later earned another degree from Harvard University in 2014.
