Rep. Josh Harder, who represents California’s 9th district in the U.S. Congress, posted a series of tweets on March 13, 2026, outlining key aspects and concerns regarding a new housing bill.

In his first tweet at 14:25 UTC, Harder highlighted several positive elements of the legislation: “This bill has a ton of wins:

Increased supply by tying funding to production 
Faster reviews, less paperwork
Modern manufactured housing rules”.

Shortly after, he raised concerns about a provision that could restrict affordable rental units: “That’s effectively a ban on affordable rental units in projects where investors are not convinced they’ll be able to turn around a profit in that timeframe.

In practice, that could add up to thousands of units cut each year.”

Providing further context for these changes, Harder explained how the Senate amended the bill: “Here’s how we got here: the Senate added a provision targeting institutional investors in single-family housing, defined as companies that own 350+ homes.

The bill carves out an exemption for build-to-rent housing, a key medium-density option for families. But only for 7 years.”

Josh Harder has represented California’s 9th District since replacing Jeff Denham in 2019 and resides in Tracy. Born in Turlock in 1986 and currently aged 36, he holds degrees from Stanford University and Harvard University.
