Rep. Josh Harder comments on bipartisan passage and concerns over new housing act

Rep. Josh Harder, a U.S. Congressman representing California’s 9th district since 2019, posted a series of comments on March 13, 2026, regarding the recent passage of the 21st Century ROAD to Housing Act in the Senate.

In his first post, Harder noted bipartisan support for the legislation: “The U.S. Senate just passed the 21st Century ROAD to Housing Act with near-unanimous support. This latest iteration of months of negotiating is an encouraging step in the right direction that is a fundamental rebuke of decades of failures.” (March 13, 2026)

He continued by highlighting increased collaboration on housing policy: “That’s why the groundswell of housing policy work over the past few months has been so exciting and refreshing. It often feels like Republicans and Democrats can’t agree on what to order for lunch, but we’ve seen major reforms advance in both chambers by wide margins recently.” (March 13, 2026)

However, Harder expressed concern about one aspect of the bill: “But it isn’t perfect. One provision threatens to cut potentially thousands of affordable housing units every single year. That’s the opposite of addressing our nationwide housing shortage.” (March 13, 2026)

Harder was born in Turlock, California in 1986 and currently resides in Tracy. He graduated from Stanford University with a BA in 2008 and later earned another degree from Harvard University in 2014.

The passage of this act follows years of debate around federal housing policies and comes at a time when lawmakers are under increasing pressure to address affordable housing shortages across the country.
