FOIA Request to Teachers College of San Joaquin Regarding Chinese National Students on June 3, 2025.
We, at the San Joaquin Times, have submitted a formal request under the California Public Records Act to the Teachers College of San Joaquin. Our inquiry seeks detailed information concerning Chinese National students currently enrolled at the institution. Specifically, we are requesting documents or lists that identify these students and their respective departments. In cases where privacy concerns arise, we have asked for aggregated data reflecting the total number of Chinese National students and their distribution across various departments.
Additionally, our request extends to financial aspects, seeking records that disclose any scholarships awarded to these students. We aim to understand both the amounts received and the sources of these scholarships. A particular focus is placed on identifying any scholarship recipients linked with grantors affiliated with the Chinese Scholarship Council.
Furthermore, we are interested in obtaining any policies or procedures that outline how the university safeguards its intellectual property and confidential information while monitoring all students, including those who are Chinese Nationals.
As a media organization dedicated to transparency and accountability in public institutions, access to such records is vital for our reporting efforts. We have also requested a fee waiver in light of our role in disseminating important information to the public.
This request is part of our broader collaboration with The Coalition Opposing Governmental Secrecy, a non-profit organization committed to investigating governmental actions through Freedom of Information and Sunshine Laws.
