City of Stockton issued the following announcement on Dec 12.
The main purpose of a leaf is to gather sunlight and convert it to energy for the tree. Shorter fall days combined with cooler temperatures trigger a chemical change in the tree that causes leaves to fall. Fallen leaves can cause floods if allowed to enter storm drains and gutters. To prevent flooding:
• Report clogged storm drains or flooded streets to the City of Stockton 24-Hour Emergency Service Center: (209) 937-8341.
• City of Stockton residents should rake leaves & place in bags for collection. * Only San Joaquin County pocket residents can pile leaves in the street for removal.
• Pick up litter and debris to keep them from entering storm drains.
